China and one child policy

The one child policy is one of the most "demographic law" in at thescale of a country that have been introduced in the 1970's, after a huge campaign where the women who had more than 10 children were called "honor mom" (光荣妈妈), and where chinese population expanded from 550 million to 890 million in 20 years (1950-1973). That caused a lot of 'food supply" problems. After such hard period, the Government decided to instaure a policy of familial control (计划生育), with propaganda and financial penalty. Only people in the countryside who first had a girl could have a second baby.

Since 2000, that politic faced some changes. in 2000, the couple where parents were both only child could have a second baby. In 2013, from an article of French newspaper "La Tribune" we can read that couple have the right to have another baby, if at least one of the two parents is only child. Big change for the Chinese Government who claims that the demography can be a threat for the Chinese economy (from malthusianism theory): "growth balanced long term of china's population"

According to Amnesty International still today: couple who has more than one child are exposed to huge financial penalty, official sanction from the government on their work, some advantages are lost in their daily life.

An article from a catholic French newspaper relates the story of a woman who gave birth to a second child secretly in her parent's countryside city. shocking story when in the same time in France or European countries, we don't have that kind of policies.
